Experts: Iraq verges on civil war

WASHINGTON -- An unchastened insurgency sowed devastation across Iraq Wednesday as experts here said the country is either on the verge of civil war or already in the middle of it.
---Ummm So...which is it...? Either they are on the verge or already in the middle of it...? Is it still an insurgency if ONLY 50 bombs explode a month...? Does it become Civil War if say 400 people die every two weeks, as opposed to 300...? I mean if ONLY 15 of our soldiers die every 48 hours, can we REALLY call it a war yet...?---
