the attacks on the World Trade Center and Pentagon.
92. Halliburton Co. who was awarded the NO-BID CONTRACT by DUBYA and his administration,
failed to protect the water supply it is paid to purify for U.S. soldiers throughout
Iraq, in one instance missing contamination that could have caused
"mass sickness or death," an internal company report concluded.

94. As the Iraqi insurgency intensified in early 2004, an elite Special Operations
forces unit converted one of Saddam Hussein's former military bases near
Baghdad into a top-secret detention center. There, American soldiers made
one of the former Iraqi government's torture chambers into their own
interrogation cell. They named it the Black Room. In the windowless, jet-black
garage-size room, some soldiers beat prisoners with rifle butts, yelled and spit
in their faces and, in a nearby area, used detainees for target practice in a
game of jailer paintball. Their intention was to extract information to help
hunt down Iraq's most-wanted terrorist, Abu Musab al-Zarqawi, according
to Defense Department personnel who served with the unit or were briefed on its operations.
95. The FBI agent who arrested Zacarias Moussaoui in August 2001 testified Monday he
spent almost four weeks trying to warn U.S. officials about the radical Islamic student
pilot but "criminal negligence" by superiors in Washington thwarted a chance to stop
the 9/11 attacks. FBI agent Harry Samit of Minneapolis originally testified as a
government witness, on March 9, but his daylong cross examination by defense attorney
Edward MacMahon was the strongest moment so far for the court-appointed lawyers defending
Moussaoui. The 37-year-old Frenchman of Moroccan descent is the only person charged
in this country in connection with al-Qaida's Sept. 11, 2001, attacks on the World Trade
Center and the Pentagon.
96. DUBYA Admin. Funneling Millions In Taxpayer Funds To Political And Ideological Allies;
For years, conservatives have complained about what they saw as the liberal tilt of federal
grant money. Taxpayer funds went to abortion rights groups such as
Planned Parenthood to promote birth control, and groups closely aligned with the
AFL-CIO got Labor Department grants to run worker-training programs.
In the DUBYA administration, conservatives are discovering that turnabout is fair play:
Millions of dollars in taxpayer funds have flowed to groups that support DUBYA'S
agenda on abortion and other "social" issues.
97. Former first lady Barbara Bush donated an undisclosed amount of money to the
Bush-Clinton Katrina Fund with specific instructions that the money be spent with
an educational software company owned by her son Neil.
Since then, the Ignite Learning program has been given to eight area schools that
took in substantial numbers of Hurricane Katrina evacuees.
98. In the weeks before the United States-led invasion of Iraq, as the United States
and Britain pressed for a second United Nations resolution condemning Iraq, President
Bush's public ultimatum to Saddam Hussein was blunt: Disarm or face war.
But behind closed doors, the president was certain that war was inevitable.
During a private two-hour meeting in the Oval Office on Jan. 31, 2003, he made clear
to Prime Minister Tony Blair of Britain that he was determined to invade Iraq without
the second resolution, or even if international arms inspectors failed to find
unconventional weapons, said a confidential memo about the meeting written by
Mr. Blair's top foreign policy adviser and reviewed by The New York Times.
99. The Bush administration, amid record budget deficits, has been spending huge
amounts on advertising and public relations contracts to counter a hostile media
environment. The administration spent $1.62 billion on advertising and public
relations contracts over two and a half years. Most of the money was spent by
the Defense Department amid its efforts to recruit soldiers for the war in Afghanistan
and Iraq.
100. Karl Rove, DUBYA'S chief political adviser, cautioned other White House aides in
the summer of 2003 that Bush's 2004 re-election prospects would be severely damaged if
it was publicly disclosed that he had been personally warned that a key rationale for going
to war had been challenged within the administration. Rove expressed his concerns shortly
after an informal review of classified government records by then-Deputy National Security
Adviser Stephen J. Hadley determined that Bush had been specifically advised that claims
he later made in his 2003 State of the Union address -- that Iraq was procuring high-strength
aluminum tubes to build a nuclear weapon -- might not be true, according to government
records and interviews. Hadley was particularly concerned that the public might learn
of a classified one-page summary of a National Intelligence Estimate, specifically
written for Bush in October 2002. The summary said that although "most agencies judge"
that the aluminum tubes were "related to a uranium enrichment effort,
" the State Department's Bureau of Intelligence and Research and the Energy Department's
intelligence branch "believe that the tubes more likely are intended for conventional weapons."
101. The DUBYA Administration Has Spent $779M On Abstinence Education -
But Parents Want More Comprehensive Programs.... A push to promote sexual abstinence
in teens -- backed by a steady increase in federal funding -- is starting to affect the way
sex ed is taught in the U.S. In middle schools and high schools across the country,
sex-ed classes that discuss birth control as a way to prevent pregnancy and sexual
diseases are increasingly being replaced or supplemented by curricula that promote
abstinence until marriage and discuss contraceptives primarily in terms of their
failure rates.
102. A huge mushroom cloud of dust arose over Nevada's desert in Junem 06 when the
Pentagon detonated a gigantic, 700-TON explosive -- the biggest open-air chemical blast
ever at the Nevada Test Site -- as part of the research into developing weapons that can
destroy deeply buried military targets, officials said yesterday. The test, code-named
"Divine Strake," will occur on June 2 about 90 miles northwest of Las Vegas in a high
desert valley bounded by mountains, according to Pentagon and Energy Department officials.
"This is the largest single explosive we could imagine doing," said James A. Tegnelia,
director of the Pentagon's Defense Threat Reduction Agency, which is conducting the test.
103. Soldiers will no longer be allowed to wear body armor other than the protective
gear issued by the military, Army officials said Thursday, the latest twist in a running
battle over the equipment the Pentagon gives its troops in Iraq and Afghanistan. Army
officials told The Associated Press that the order was prompted by concerns that soldiers
or their families were buying inadequate or untested commercial armor from private
companies -- including the popular Dragon Skin gear made by California-based Pinnacle Armor.

105. A senior Congressional investigator has accused his agency of covering up a
scientific fraud among builders of a $26 billion system meant to shield the nation from
nuclear attack. The disputed weapon is the centerpiece of the Bush administration's
antimissile plan, which is expected to cost more than $250 billion over the next two
decades. The investigator, Subrata Ghoshroy of the Government Accountability Office,
led technical analyses of a prototype warhead for the antimissile weapon in an 18-month
study, winning awards for his "great care" and "tremendous skill and patience."
106. A reconstruction contract for the building of 142 primary health centers across
Iraq has run out of money, after two years and roughly $200 million, with no more than
20 clinics now expected to be completed, the U.S. Army Corps of Engineers says.
The contract, awarded to U.S. construction giant Parsons Inc. in the flush, early
days of reconstruction in Iraq, was expected to lay the foundation of a modern health
care system for the country, putting quality medical care within reach of all Iraqis.
Parsons, according to the Corps, will walk away from more than 120 clinics that on
average are two-thirds finished. Auditors say its failure serves as a warning for
other U.S. reconstruction efforts due to be completed this year.
107. The first data to document the effect of President Bush's tax cuts for investment
income show that they have significantly lowered the tax burden on the richest Americans,
reducing taxes on incomes of more than $10 million by an average of about $500,000.
An analysis of Internal Revenue Service data by The New York Times found that the benefit
of the lower taxes on investments was far more concentrated on the very wealthiest
Americans than the benefits of Mr. Bush's two previous tax cuts: on wages and other
noninvestment income.
108. Scientists doing climate research for the federal government say the Bush
administration has made it hard for them to speak forthrightly to the public about
global warming. The result, the researchers say, is a danger that Americans are not
getting the full story on how the climate is changing. Employees and contractors working
for the National Oceanic and Atmospheric Administration, along with a U.S. Geological
Survey scientist working at an NOAA lab, said in interviews that over the past year
administration officials have chastised them for speaking on policy questions; removed
references to global warming from their reports, news releases and conference Web sites;
investigated news leaks; and sometimes urged them to stop speaking to the media altogether.
Their accounts indicate that the ideological battle over climate-change research,
which first came to light at NASA, is being fought in other federal science agencies as well.
109. Vice President Dick Cheney's former chief of staff has testified that President Bush
authorized him to disclose the contents of a highly classified intelligence assessment to
the media to defend the Bush administration's decision to go to war with Iraq, according
to papers filed in federal court on Tuesday,04-04-06, by Patrick J. Fitzgerald, the
special prosecutor in the CIA leak case. I. Lewis "Scooter" Libby testified to a federal
grand jury that he had received "approval from the President through the Vice President"
to divulge portions of a National Intelligence Estimate regarding Saddam Hussein's
purported efforts to develop nuclear weapons, according to the court papers. Libby was said
to have testified that such presidential authorization to disclose classified information
was "unique in his recollection," the court papers further said.
110. When he resigns in a few months, U.S. Rep. Tom DeLay immediately will be eligible
for a congressional pension of nearly $67,000 a year. The Sugar Land Republican, who will
turn 59 on Saturday, 04-15-06, would get a total of about $1.3 MILLION in pension payouts
(TAX PAYER MONEY) in the next 20 years alone. DeLay also will be eligible to participate in
the health plan available to all federal retirees, but not for American Citizens!
111. Two employees of the Niger embassy in Rome were responsible for the forgery of a
notorious set of documents used to help justify the Iraq war, an official investigation
has allegedly found. According to Nato sources, the investigation has evidence that
Niger's consul and its ambassador's personal assistant faked a contract to show Saddam
Hussein had bought uranium ore from the impoverished west African country.
The documents, which emerged in 2002, were used in a US State Department fact sheet
on Iraq's weapons programme to build the case for war. They were denounced as forgeries
by the International Atomic Energy Agency (IAEA) shortly before the 2003 invasion.
