HUME: This is going to -- this is a test of the idea that Bill [Kristol] expressed, which is that you can't really have a successful formation of a government and move forward while this threat of violence and the actual violence is going forward. I don't think that's true. I think everything we've seen so far has shown that the Iraqis continue marching on politically down the road toward democracy in spite of the violence and perhaps to some extent...
