In October 2005, a drumbeat began about Syria's presumed guilt for the assassination of former Lebanese prime minister Rafik Hariri. From President Bush to the New York Times editorial page, almost everyone agreed that Syrian security forces must have been responsible, though there was some debate about whether "regime change" was called for.
