Maliki’s initiative for dialogue and national reconciliation included many positive points such as the disarming militias, stop torture and the release of detainees, but it is not expected to achieve any results in terms of halting security deterioration because the plan was born dead and 11 resistance armed groups already rejected it: Maliki closed all the doors of reconciliation by making a conditional amnesty, Maliki don’t want to negotiate with: Baathi members, Saddam’s supporters, people who killed Iraqis and later he added people who killed American-led forces. In fact, the people Maliki wants to talk reconciliation with, are already in the current political process, they participated in the last election and even have a ministry in the new government...
