A Cabinet minister is due to denounce Guantanamo Bay detention centre as a "shocking affront to the principles of democracy", it has emerged.

The Lord Chancellor, Lord Falconer, is expected to voice the most outspoken criticism of US terror policy yet made by a senior minister.
