-- Ex-KGB agent Andrei Lugovoy should be charged with murder of poisoned former Russian spy Alexander Litvinenko, UK prosecutors say.

Russian prosecutors will refuse to extradite Andrei Lugovoi, charged by Britain in the poisoning death of Alexander Litvinenko, to London because of a constitutional ban.
British officials want to bring Lugovoi before a court in their country and charge him with the "extraordinarily grave crime" of murdering Russian spy Litvinenko, pictured above in hospital, in London last year.
