California Ballot May Include Question About Iraq Withdrawal

I wonder why the question is not on every state ballot, like gay marriage, stem cell, and abortion the republicans specialties on the ballot each election, isn't an ILLEGAL WAR AND OCCUPATION, the death of 655000 innocent Iraqi citizens, as important to the citizens of America? I wonder
