TOP White House political adviser Karl Rove, the mastermind behind President George W.Bush's political campaigns in 2000 and 2004 and the man known as "Bush's brain", will resign at the end of the month.
The decision to step down comes as poll ratings for Mr Bush are at their lowest level since his election in 2000, and after Mr Rove weathered a barrage of subpoenas including one last month to face the US Senate judiciary committee over eight sacked federal attorneys.
