Judge Warns Rumsfeld In Anthrax Case

United Press International February 16, 2005 WASHINGTON - A judge in Washington has warned Defense Secretary Donald Rumsfeld he could face contempt for ignoring a ruling on Pentagon anthrax vaccinations.

In October, U.S. District Judge Emmet Sullivan largely struck down the U.S. military's involuntary vaccinations for weaponized anthrax.
The judge said the program could not be administered unless individual service members give "informed consent" to the vaccinations, President Bush issues a specific waiver or the Food And Drug Administration properly classifies a drug for use in the program.

Whistleblowers Detail Corruption and Fraud at Halliburton during Senate Hearing

Senator Byron Dorgan convened a hearing to shed light on the recent revelations of contractor corruption in Iraq. Democratic Senators were fired up about the blatant fraud and theft from the American taxpayers. And since Bush’s new budget cuts education again, it is truly a theft from our children. No Republicans attended the hearing.

Senator Dorgan: "To see this kind of waste and this kind of corporate culture say, ’What the hell, it’s just the American taxpayer- stick it to ’em...’ Shame on them, shame on them. And shame on those who refuse to investigate... if we’re paying $2.60 today for gasoline [in Iraq], it ought to stop this afternoon."
Details of the corruption:
Halliburton has reportedly overcharged us $100 million dollars for fuel. They charged the US taxpayers $2.64 per gallon to import gasoline from Kuwait to Iraq, $1 more than the going rate. (Note- before the war, Iraqis bought gas for about a nickel per gallon.)

Halliburton charged for 42,000 meals per day when it only delivered 14,000 per day. "That’s not a snafu, that’s cheating," said Dorgan.

Buyers were instructed to purchase from ’preferred suppliers’ using purchase orders less than $2,500. (because these were not audited)

Instructed not to use spreadsheets to avoid generating any kind of electronic trail.

KBR managers frequently used phrases like, "don’t worry about the price, it’s cost plus" Cost Plus contracts gave no motivation to keep costs down since the higher the price, the more $$ they made.

Halliburton has ’earned’ $9 billion in Iraq thus far.

Former Fed chief warns that nation is facing 'huge imbalances and risks'

While the improving U.S. economy remains the engine of growth for the world economy, an underlying trend involving "huge imbalances and risks" should be cause for serious alarm, Paul Volcker warned Feb. 11 during a speech on campus. Americans have virtually no savings, the former chairman of the Federal Reserve said, and the nation is consuming more than it is producing. Furthermore, Social Security and Medicare are threatened by the retirement of millions of baby boomers and skyrocketing health care costs. More broadly, he continued, the world economy is lopsided.

"Altogether, the circumstances seem as dangerous and intractable as I can remember," Volcker said during a keynote address at the second annual summit of the Stanford Institute for Economic Policy Research. "But no one is willing to understand [this] and do anything about it."

The Vindication of Richard Clarke

The testimony of former White House security advisor Richard Clarke to the 9/11 Commission is now thoroughly vindicated. In 2004, Clarke told the Commission under oath that he had warned then-National Security Adviser Condoleezza Rice and the administration about the terrorist threat posed by Al Qaeda in early 2001.

Clarke’s testimony, on March 24, was shortly followed by denials and arguments from the White House. The next day, White House Press Secretary Scott McClellan said, "Well, but look, in terms of Dick Clarke, I mean, Dick Clarke has a growing credibility problem. He stands by his past comments [loyal to the administration] which contradict his new assertions. And he continues to struggle to reconcile his changing story with those past comments. He continues to make statements that are flat-out wrong."

The White House line, that there was something wrong with Dick Clarke, was then predictably amplified by the rightwing "noise machine," which immediately rushed into action. Following Clarke’s "60 Minutes" interview that week, Rush Limbaugh interviewed Vice President Cheney on Dick Clarke (the transcript is still on the White House web site. Cheney was heard to say, "Well, he wasn't--he wasn't in the loop, frankly, on a lot of this stuff. And I saw part of his interview last night, and he wasn't....It was as though he clearly missed a lot of what was going on."

'US Discreetly Reinforcing N. Iraq Military Bases'

US military bases have been discreetly reinforced in the Kerkuk (Kirkuk) region against the possibility that Turkey might intervene militarily if Kurds take control of the city.

An article by Simon Tisdall published in the British newspaper the Guardian yesterday (February 15) indicated that Kurdish success in Iraq's elections on January 30th, have fuelled Turkey's concerns about Kurdish independence. Tisdall's "World Briefing" titled "Poll Success Fuels Turkish Fears over Kurdish Independence" pointed out that the Kurdish Alliance of Jalal Talabani and Massoud Barzani won 59 percent of the provincial council vote. The Turkmen Front, meanwhile, which represents a minority that Ankara has promised to protect, received only 18 percent.

Border talks called `disturbing'

Blue-ribbon panel looks at North American integrationCanadian vice-chair insists group has no hidden agenda

Council of Canadians chairperson Maude Barlow said the summary, a copy of which was obtained by the Toronto Star, was "disturbing" and "shocking."

A Corrupted Election

Despite what you may have heard, the exit polls were right

Recall the Election Day exit polls that suggested John Kerry had won a convincing victory? The media readily dismissed those polls and little has been heard about them since.

Many Americans, however, were suspicious. Although President Bush prevailed by 3 million votes in the official, tallied vote count, exit polls had projected a margin of victory of 5 million votes for Kerry. This unexplained 8 million vote discrepancy between the election night exit polls and the official count should raise a Chinese May Day of red flags.
The U.S. voting system is more vulnerable to manipulation than most Americans realize. Technologies such as electronic voting machines provide no confirmation that votes are counted as cast, and highly partisan election officials have the power to suppress votes and otherwise distort the count.

U.S. Oil Industry Asks Congress for Lawsuit Relief

WASHINGTON (Reuters) - Congress should shield oil companies that make the fuel additive MTBE from water pollution lawsuits because the product was approved by the government to produce cleaner gasoline, the head of the American Petroleum Institute said on Wednesday.
The controversial protection from product liability lawsuits is a key reason why a broad energy bill died last year in the U.S. Senate.
House Republican leaders such as Tom Delay of Texas insist that any comprehensive energy bill must include the legal protection for oil companies such as Exxon Mobil Corp., Valero Energy Corp. and Lyondell Chemical Co. .

Octogenarian receives Army recruiting letters inviting him to re-enlist

WASHINGTON - The last time Dr. Floyd Baker served in the U.S. Army, Harry S. Truman was president, Dinah Shore's "Buttons and Bows" topped the music charts, "The Treasure of Sierra Madre" won an Oscar and the bikini made its debut on American beaches.

So the 84-year-old semi-retired dentist from Philadelphia was a little surprised last August when he got a letter from a local Army recruiting station inviting him to re-enlist.

"I was honorably discharged in 1948," said Baker, who was drafted in 1946 and left the Army with captain's bars on his shoulders. "I thought the letter belonged to somebody else, knowing when I got in the Army and when I got out. I thought it was a mistake."

A hireling, a fraud and a prostitute

Jeff Gannon, Washington bureau chief of Talon News, rose from his chair to attack Democrats in the Congress. "How are you going to work - you said you're going to reach out to these people - how are you going to work with people who seem to have divorced themselves from reality?"
For almost two years, in the daily White House press briefings Gannon had been called upon by press secretary Scott McClellan to break up difficult questioning from the rest of the press. On Fox News, one host hailed him as "a terrific Washington bureau chief and White House correspondent". Gannon was frequently quoted and highlighted as an expert guest on rightwing radio shows. But who was Gannon? His strange non-question to the president inspired inquiry. Talon News is a wholly-owned subsidiary of a group of Texas Republicans. Gannon's most notable article had asserted that John Kerry "might some day be known as 'the first gay President'".

Gannon also got himself entangled in the investigation into the criminal disclosure of the identity of covert CIA operative Valerie Plame. Plame is the wife of former ambassador Joseph Wilson, who was sent by the Bush administration to discover whether Saddam Hussein was procuring uranium in Niger for nuclear weapons. He learned that the suspicion was bogus; appalled that the administration lied about nuclear WMD to justify the Iraq war, he wrote an article in the New York Times about his role after the war.

Landmark Kashmir bus link agreed

India and Pakistan have agreed to launch a landmark bus service across the ceasefire line dividing Kashmir between the nuclear rivals.

The deal was announced after a meeting between the Indian and Pakistani foreign ministers in Islamabad.

The two sides have also agreed to begin discussions on reducing the risk of nuclear accidents.

Two dozen members of the House Armed Services Committee had not yet had their turn to question Defense Secretary Donald H. Rumsfeld at yesterday's hearings when he decided he had had enough.

At 12:54, he announced that at 1 p.m. he would be taking a break and then going to another hearing in the Senate. "We're going to have to get out and get lunch and get over there," he said. When the questioning continued for four more minutes, Rumsfeld picked up his briefcase and began to pack up his papers.

The chairman, Rep. Duncan Hunter (R-Calif.), apologized to his colleagues for a rather "unusual" situation.

Bush Nominates Negroponte As Intel Chief

WASHINGTON - President Bush on Thursday named John Negroponte, a former U.S. ambassador to the United Nations and currently the administration's top representative in Iraq , to be America's first national intelligence director.

Announcing the move, Bush said that Negroponte understands global intelligence needs because he's had a long career in the foreign service. Bush also said that Negroponte will make decisions on the budgets for the various intelligence agencies.

"John will make sure that those whose duty it is to defend America have the information we need to make the right decisions," the president said.

Summary of Legal Action

Friends of the Earth, Greenpeace, and the city of Boulder, Colorado are suing two U.S. government agencies for illegally funding international fossil fuel projects that are causing global warming related impacts on U.S. citizens. The agencies, the Export Import Bank of the United States (Ex-Im) and the Overseas Private Investment Corporation (OPIC), are charged with funding $32 billion worth of fossil fuel projects (for more information, www.seen.org ) while failing to comply with the National Environmental Policy Act (NEPA), which requires them to assess impacts to the U.S. environment of all funded projects. Global warming is one of the most serious environmental threats facing the U.S. and the world, yet these two government agencies are using U.S. taxpayer money to finance projects that make the problem more severe.

The lawsuit is an attempt to compel the U.S. government to do what many state and local governments are already doing - taking immediate and effective action to prevent global warming.

Dean Says GOP Offical Must Apologize

British troops face new charges as bodies of Iraqi civilians are exhumed

Charges against British troops are believed to be imminent following fresh allegations of crimes committed in Iraq, including cases relating to the deaths of civilians.

Army investigators have exhumed the bodies of civilians who were allegedly shot dead by soldiers in the British-controlled region of southern Iraq for investigators to perform forensic tests. Their reports are in the final legal stages with the Army Prosecuting Authority.

CNN's 'North Korean' Nuke Plant Shows Up Again at U.S. GOV FUNDED 'News' Site!


Radio Free Europe/Radio Liberty used Photo of same Nuke Plant -- presumably from Iran -- in a N. Korea Story in Early 2004!
Filename for that photo is 'IRAQ-Nuclear.jpg'!

Yesterday we reported that CNN's website was using photos of the same alleged nuclear facility in two different stories about two different nuclear programs in two different countries.

One CNN story, from last Wednesday, was on Iran's purported nuclear program; the other, from last Saturday, was on North Korea's purported nuclear program.The satellite photos accompanying each respective story turned out to be the same facility despite captions below each photo claiming each represented an alleged facility in the respective countries discussed in each article.Later in the day, after our report swept the net (topping out mid-afternoon at #6 on Technorati CNN changed the photo in the North Korea article to a different satellite image of, apparently, a different facility purported -- as was the first one -- to be near Pyongyang, North Korea.No explanation was given for the error beyond a statement by CNN, in a correction box, that "an image that was incorrectly identified..."

And now...thanks to some crack sleuthing by "EarlG", an administrator over at Democratic Underground, we've discovered yet another "news" outlet who used another photograph of that same facility -- which is apparently in Iran -- in yet another story on North Korean nukes!The newly discovered story is from March of 2004 and found on the Radio Free Europe/Radio Liberty website!RFE/RL is a U.S. government funded "news" organization broadcasting over Europe!And to make matters even more troubling and/or confusing, the filename of the photo used in the RFE/RL story is "Iraq-nuclear.jpg"!

The US Senate has unanimously confirmed federal judge Michael Chertoff as the new secretary of homeland security.


During his confirmation hearing two weeks ago, he testified against torture and told the hearing that officials should ensure interrogations were conducted "well inside the law".
He was directly consulted by the CIA and US officials over interrogation policies for Abu Ghraib prison in Iraq, the Guantanamo Bay naval base in Cuba and in Afghanistan.

Mr Chertoff also faced pointed questioning from Democrats at the hearing over his role in developing the US investigation immediately after the 11 September attacks.

From 2001 to 2003 he headed the justice department's criminal division, which has been criticised over its treatment of some of the hundreds of foreigners who were detained in the days following the attacks.

Shelters, soup kitchens turning people away, study finds

WASHINGTON -- Many homeless shelters and soup kitchens faced with more requests for emergency services are turning people away because they lack the beds, food and money to meet the demand, says a survey from an advocacy group for low-income Americans.

The report being released today by the National Student Campaign Against Hunger & Homelessness found a 28 percent rise last year in emergency food assistance requests, and a 27 percent increase in requests for emergency shelter.

The organization surveyed 900 agencies in 32 states and gathered information from urban and rural areas. About one-quarter of the emergency food providers said they had to turn away requests for food because of a lack of resources.

And three-quarters of emergency shelter providers reported turning people away for the same reason.

Iraq Conflict Feeds International Terror Threat -CIA

WASHINGTON (Reuters) - Islamic militants waging a deadly insurgency against U.S.-led forces in Iraq pose an emerging international terrorism threat, CIA Director Porter Goss said on Wednesday.

In his first public appearance as U.S. spymaster, Goss described Iraqi insurgents, including al Qaeda ally Abu Musab al-Zarqawi, as part of a Sunni militant movement inspired by Osama bin Laden and intent on attacking Americans.

"The Iraq conflict, while not a cause of extremism, has become a cause for extremists," Goss told the Senate Select Committee on Intelligence.
"Those jihadists who survive will leave Iraq experienced in and focused on acts of urban terrorism. They represent a potential pool of contacts to build transnational terrorist cells, groups and networks in Saudi Arabia, Jordan and other countries," he said.

House ethics committee chairman dismisses two lawyers, brings new Democratic criticism

WASHINGTON -- The House ethics committee's new GOP chairman has fired two senior staff lawyers, leading Democrats to charge that the dismissals are further payback for the panel's rebukes of Majority Leader Tom DeLay last year.

The chairman, Rep. Doc Hastings, R-Wash., had no partisan motive for the changes, his top aide said.

Meanwhile, a group that monitors congressional conduct urged Hastings to maintain a vigorous investigative agenda and allay concerns that the committee would be dormant as a result of his membership changes.
Hastings is replacing John Vargo, staff director and chief counsel, and Paul Lewis, who was counsel to the former chairman and spokesman for the House Committee on Standards of Official Conduct.

Maryland Rep. Steny Hoyer, the No. 2-ranking House Democrat, said Wednesday the decision "smacks of retribution because these staffers put the ethical integrity of this institution above the agenda of the Republican leadership."
