Investigators blame White House in Katrina woes

WASHINGTON -- The White House and Homeland Security chief Michael Chertoff failed to provide decisive action when hurricane Katrina struck, congressional investigators said yesterday in a stinging assessment of slow federal relief efforts.
The White House had no clear chain of command in place, investigators with the Government Accountability Office said, laying much of the blame on President George W. Bush for not designating a single official to co-ordinate decision-making for the Aug. 29 storm.
White House spokesman Trent Duffy said the president did designate a disaster response point of command -- Chertoff, in his capacity as Homeland Security secretary as required by the 2002 law that created the department. "The president and the White House followed the law to the letter," Duffy said.
