Who Is 'Any Person' in Tribunal Law?

The New York Times lead editorial assures American citizens that they won't disappear into George W. Bush's new draconian legal system outside the protection of the U.S. Constitution. But is that comforting message true? The law actually contains a number of provisions that apply to "any person" who is viewed by the Bush administration as aiding America's enemies.
